Commander of the Fatui's Special Assignments Battalion, Valeriy is a 4-star Electro shielder and buffer built entirely on ATK. His Elemental Skill gives the party a Supercharged Shield with full uptime, and his special Charged Attack grants Offensive Directive, which boosts the on-field character's Electro DMG, or their Stellar-Conduct DMG three times as much while he is in Radiance: Stellar-Conduct. He was made for Mitya and other Electro carries in Stellar-Conduct teams.

Go ATK% on all three main stats (his ascension stat is ATK% too): his shield, Offensive Directive and Into the Breach all scale with ATK. Level his Normal Attack first, since it holds the mortar and the Offensive Directive values, then his Skill for the shield. Use an Energy Recharge sands only if his Burst is often not ready.

How to play

How he works

  • Active Defense: Bastion Charge (Skill) deals AoE Electro DMG, gives 40 Impact Momentum and deploys a Supercharged Shield that scales with his ATK and absorbs Electro DMG with 250% efficiency. It lasts 18s on a 10s cooldown, so the shield can stay up permanently.
  • With at least 40 Impact Momentum, his Charged Attack becomes Direct-Fire Mortar: Point-Blank Bombardment: it consumes all Impact Momentum, deals AoE Electro DMG and grants 15 stacks of Offensive Directive (18s). Within 0.8s of his Skill or Burst, a plain Normal Attack is converted into this special Charged Attack.
  • Each Electro hit from the on-field character's Normal, Charged or Plunging Attack, Skill or Burst consumes 1 stack to add DMG based on Valeriy's ATK. While Valeriy is in Radiance: Stellar-Conduct, only Stellar-Conduct reaction DMG is boosted, but the bonus is three times larger. An attack that hits several opponents consumes several stacks.
  • Into the Breach: each point of Impact Momentum consumed adds 0.9% of his ATK to the bonus in Radiance (0.3% outside), so a full 100-point mortar is much stronger than a 40-point one.
  • Focused Fire: Lightning Salvo (Burst) deals AoE Electro DMG and rains Thunderburst Shells for 12s. Thanks to Advance With the Creeping Barrage, every Electro hit by another on-field character during the barrage gives him 5 Impact Momentum (up to 80 per Burst).
  • Subzero Conditioning: he enters Radiance: Stellar-Conduct inside a Polestar Field, which appears when Stellar-Conduct is triggered (Superconduct converted by Mitya, Odette or the Cryo Traveler).

Rotation

  1. Set up your other supports first (Odette's Skill, Yae Miko's Sesshou Sakura...).
  2. Swap to Valeriy: Q, then E, then a Normal Attack right away to fire the mortar with 40 Impact Momentum: the shield is up and the team has 15 Offensive Directive stacks.
  3. Swap to your Electro main DPS: their Electro hits during the shell barrage refill Valeriy's Impact Momentum.
  4. When his Skill is back (10s), swap in for E + Normal Attack again: the mortar now consumes up to 100 Impact Momentum and grants a much stronger Offensive Directive.
  5. Go back to your main DPS and repeat.

Keep him inside a Polestar Field (trigger Stellar-Conduct first) so that he is in Radiance: Stellar-Conduct: the bonus per point of Impact Momentum is three times higher. Outside Stellar-Conduct teams he still works as an Electro shielder and buffer (Overload, Aggravate or Lunar-Charged teams with an Electro carry), but with a weaker buff.

Strengths

  • Party-wide shield with full uptime and interruption resistance, ideal for Mitya's long stationary combos
  • Strong Electro and Stellar-Conduct DMG buff for the on-field character
  • Very easy to build: everything scales with ATK, and free or craftable swords work
  • A 4-star joining the standard wish next version, so C6 is within reach

Weaknesses

  • Only buffs Electro DMG, so he needs an Electro main DPS
  • Much less valuable outside Stellar-Conduct teams with Mitya or Cyno
  • Offensive Directive has only 15 stacks, which drain faster against groups of enemies
  • Wants high base ATK: his best swords are 5-star ones

The Cadence of Suppressive Fire: 6 to 15 Energy after each mortar (once every 15s) and extra Impact Momentum on his first Skill in combat. Nice for Energy, little else.

Big upgrade

Ranks That Charge as One: +100 Elemental Mastery for the whole party for 18s after his Skill (near-permanent), and excess Impact Momentum strengthens the shield. Great with Mitya, whose damage scales with Elemental Mastery.

Solid upgrade

Fortitude Unshaken by Attrition: Impact Momentum cap +30 and +30% gain, and up to 104 from his ascension talent per Burst. Bigger mortars and an easier rotation.

Big upgrade

The Strength to Breach Enemy Lines: +100% DMG on the mortar and Thunderburst Shells, +10% CRIT Rate on Electro DMG taken by enemies hit for 7s, and +40% CRIT DMG on Stellar-Conduct DMG. His best constellation.
