Administrative Director of the External Strategy Department
Velina is a Wind Anomaly Agent who spends most of the fight off-field. She keeps enemies Windswept so that your other Anomaly Agents trigger Vortex instead of Disorders, while her Cyclones lower Anomaly Buildup RES, add lots of Daze and burst into Ablooms. Both Prydwen and Game8 put her in their top tier, and she's in almost every top Remielle team.

Talent priority
Her Core Passive counts initial Energy Regen (base 1.2). Energy Regen isn't a substat, so it only comes from the W-Engine, Disc 6 and the 2-pc set.
Recommended teams
Meta: Remielle & Promeia
The third most used team in the current Shiyu Defense. Velina's Anomaly Buildup RES reduction and Daze make up for Remielle's long animations, and Promeia's Ablooms supply strong Anomalies. Recommended Bangboo: Ultra Jake.
Remielle & Jane
Her most used team in the current Deadly Assault. Vortex counts as Assault DMG, so Jane's Core Passive lets it CRIT, and her M2 makes the pair even stronger. Recommended Bangboo: Ultra Jake.
Aria & Yuzuha
Prydwen's top pick without Remielle: Aria has huge Anomaly Buildup, so Vortex becomes a big part of her damage, and Yuzuha's buffs and free Anomaly Buildup are the best add for Wind teams. Swap Aria for Promeia, Jane or Burnice as needed. Recommended Bangboo: Ultra Jake.
How to play
Windswept and Vortex
Her Wind Anomaly is Windswept. Once an enemy is Windswept, Anomalies from your other Agents trigger Vortex instead of the usual Disorders. Her whole kit is about looping Vortexes.
Windbloom and Cyclones
- Windbloom (max 135): 45 when she enters the battlefield, and 45 per energy EX Special (Purifying Rise, then Triple Deathblow, 45 Energy each).
- With 90 Windbloom, hold Special for Eye of the Storm: she summons a Sweeping Cyclone (5s) and triggers the previous character's Quick Assist. You can't swap out during the cast.
- Each Vortex she triggers gives 1 Windbite and summons a small Condensed Cyclone (3s cooldown). At 2 Windbite, the next Vortex consumes them: +150% Vortex DMG Multiplier and a Sweeping Cyclone instead.
- Sweeping Cyclones reduce Wind Anomaly Buildup RES by 7% (14% with her Additional Ability) and take on the attribute of Contaminated enemies. When a Cyclone fades, its explosion triggers an Abloom on enemies suffering a Wind Anomaly (145% for Condensed, 255% for Sweeping).
- Additional Ability (Anomaly or Wind teammate): Windswept and Vortex DMG +10%, Sweeping Cyclones deal 30% more Daze and 15% more Anomaly Buildup, and her Ultimate's heavy hit triggers a 680% Abloom.
Rotation
- On entry, use EX Special (Purifying Rise) to reach 90 Windbloom, then Eye of the Storm for an early Sweeping Cyclone and the first Windswept.
- Swap to your main Anomaly DPS and keep triggering Vortexes: Windbite builds up on its own and summons more Cyclones.
- Swap back whenever she has Energy: Purifying Rise (+ Triple Deathblow with 90 Energy), shortcut into the 5th Basic Attack hit, then Eye of the Storm at 90 Windbloom.
- Her Ultimate builds a lot of Wind Anomaly but is long: use it outside Stun and let your DPS spend Decibels in Stun.
Avoid her Quick Assist and Dodges (slow, weak). Her Assist Follow-Up has high Anomaly Buildup and is great early in a fight.
Strengths
- The go-to Wind Anomaly Agent: Vortex gives many older Anomaly DPS a big boost.
- High Daze for an Anomaly Agent, which makes double-Anomaly teams stun much faster.
- Lowers Anomaly Buildup RES and, with her signature, buffs the squad's Anomaly Proficiency.
- Very simple to play, with short field time.
Weaknesses
- Vortex replaces Disorders, which hurts Disorder-based Agents like Alice, Yanagi or Miyabi.
- Awkward gearing: she needs lots of Energy Regen for her Core Passive, which takes up her W-Engine, Disc 6 and 2-pc slots.
- Mostly a Wind Anomaly applier, with few extra synergies beyond Ablooms.

More Daze on Sweeping Cyclones, her Vortexes ignore 20% All-Attribute RES and the squad's Windswept DMG ignores 20% Wind RES. Game8's top Mindscape for her.
Windswept also grants Windbite, tinted Sweeping Cyclones build their attribute's Anomaly, and her Additional Ability's Windswept/Vortex bonus rises by 15%.
More Windbite, +20% Wind Anomaly Buildup, and re-applying Windswept deals up to 40% more DMG.
